The truth is, if your children are involved in leisurely swimming and playing, lunch should not trigger any issues, and they can finish up and belly flop right back into the fun. If you or they are engaging in arduous swimming for workout or competition, perhaps best to grant the body time to adequately digest, just as you would prior to other types of extreme workouts.

You might have other factors for wishing to keep them from the water. Perhaps you wish to read your book or unwind, and do not wish to have to keep a watchful eye for a couple of minutes. If that’s the case, then of course, defend the waiting time with the “You’ll get a cramp” reason.
